TL;DR Guide for Chongyun

It is intended to be a brief overview of the strengths/weaknesses of the character, with the authors own opinions on the best currently available gear to pair with the character.
Overview & Passive
PSA #1:
A DPS is the cool cat who makes everything look easy. He's that one guy in your friend group that's just super attractive because the rest of your friends are ugly D: (but you're all beautiful in my eyes :D).
PSA #2:
Both Chongyun's abilities scale off ATK. He's literally "ice ice baby" because he uses cryo and people think he's "baby".
Passive
Gallant Journey
When dispatched on an expedition in Liyue, time consumed is reduced by 25%.
E - Spirit Blade: Chonghua's Layered Frost
PSA #3:
HIS E TURNS SWORDS, CLAYMORE, AND POLEARM WEAPON DAMAGE FROM PHYSICAL TO CRYO DAMAGE. This can be either amazing or really bad if you take Chongyun as support if your main DPS (Razor, Keqing, Diluc) have their own damage conversions!
Only the initial explosion from the skill does damage! The enemies inside the field don't take continuous cryo damage or anything like that from the skill alone!
Steady Breathing
Sword, Claymore, or Polearm-wielding characters within the field created by Spirit Blade: Chonghua's Layered Frost have their Normal Attack SPD increased by 8%.
This just reinforces the idea that edged weapons are cooler... because it literally just gives them attack speed (which is a rare buff).
Rimechaser Blade
When the field created by Spirit Blade: Chonghua's Layered Frost disappears, another spirit blade will be summoned to strike nearby enemies, dealing 100% of Chonghua's Layered Frost's Skill DMG as AoE Cryo DMG. Enemies hit by this blade will have their Cryo RES decreased by 10% for 8s.
As if his E wasn't already cool enough, it basically activates the E one more time. Causes your enemies to have paradoxical undressing because they lose cryo resistance too.

Chongyun throws a tantrum and slams the ground in front of him, but since he's so cool (get it? cool? cause he's cyro) he spreads cryo everywhere.
Q - Spirit Blade: Cloud-parting Star
PSA #4:
The description for the ultimate is a bit wonky. It actually spawns all 3 swords at the same time (the "short delay" and swords coming down 1 by 1 is misleading). Each sword does the ultimate's damage % though; example: at level 1 the damage for the ultimate is pretty much 142% x3.

This is his ultimate. I have zero clue where he keeps those giant ice swords, but he apparently has three of them. They hurt so much, it launches your enemies away. Ice Cube ain't got nothing against Chongyun.
Weapons
WEAPON #1 (Recommended for creating a third ice age): Wolf's Gravestone
How do I get it D: ? - It's time to roll boys (gacha)
Has base ATK scaling and pretty much buffs the ATK of your entire team, which is extremely consistent.
WEAPON #2 (Recommended for early snowball fights): Debate Club

Has base ATK scaling and overall just synergies really well with his E
If you have Skyward Pride, you can replace Wolf's Gravestone with it. Some other great placeholders are Skyrider Greatsword and Prototype Animus (especially if you can refine them to R2+)!
ARTIFACTS
ARTIFACT #1 (Recommended for causing hypothermia): Gladiator's Finale
How do I get it D: ? - Any World Boss (40 Resin per run)
Boosts ATK and pairs really well with your E, what more can you ask for?
You can also just stack the 2-set bonus from Sojourner and Brave Heart to scale much faster earlier. Chongyun's strong suit is his ability to enhance his autos, which is why Gladiator's is a perfect fit for it (but raw ATK% can serve as a stop gap until you get full Gladiator's!).
ARTIFACT #2 (Recommended for causing brain freeze): Martial Artist
How do I get it D: ? - Hidden Palace of Zhou Formula Domain (AR 30 locked, 20 Resin per run)
Basically makes your normal/charged attacks super sized and works well with your E.
PSA #5:
You can run Sojourner or Instructor's set as well. Elemental Mastery on Chongyun feels really nice, since you'll be basically proc'ing a lot of cryo reactions when you use his E.
Summary
Main stats: ATK% Sands / Cryo DMG% Goblet / CRIT% or CRIT DMG Circlet
Substats: CRIT% > CRIT DMG > ATK > EM
